Regards to film “Terror In Little Saigon”

The community forum about the film “Terror in Little Saigon” on December 06, 2015 with the participation of many community organizations, Viet Media and the Vietnamese-American refugees' community members. This community forum was coordinated by Dien Hong Scholar Foundation/North-West USA and organized along with Vietnamese-American Community And Coalitions Of Northern California, Assembly of Veterans of The Former Republic of VIETNAM/North-West USA, and various organizations in Northern California.

Contribution ideas and suggestions from participating lecturers and attending audiences were gathered and summarized in the following:

A. WHEREAS:

1. Film “Terror In Little Saigon” produced by reporter A.C. Thompson and Director Richard Rowled, in conjunction with printed article of ProPublica published in OC Weekly magazine with the picture of a dead body covered with the yellow flag that depicted an ill intent impression. The published articles and film “Terror In Little Saigon” had outraged and bewildered the Vietnamese-American community members in U.S. and all over the world.

2. The film’s content, although targeted an organization with the code name K9, was suspected as the perpetrator(s) of five (5) Vietnamese-American reporters in the 80s, however, there was still no concrete evidence produced. Even the FBI admitted that the culprit(s) were not caught, and the investigative file had been closed 25 years ago.

3. The title film “Terror In Little Saigon” was not accurate with today reality. The name “Little Saigon” had not been in existence during the 80s in Viet communities. Thus, there would not be any terror or terrorism in Little Saigon. The name “Little Saigon” is a beloved and proud symbol of the Vietnamese-American communities, yet this term was smeared as a place of criminality portrayed by film “Terror In Little Saigon."

4. The film had used the images of former Republic of Vietnam servicemen reunion and New Year ceremonial marching events (the gathering events were to remind the younger generation the history of an honorable army fighting for freedom) shown as the extremist militias. The Producers and Directors of this film purposely painted these gallant former armed servicemen as the fanatical terrorist, fitting the term “An Old War Comes To A New Country." This illustration not only violated the reputation but also insulted the honorable freedom defenders of the former Republic of Vietnam servicemen, in particular, and the Viet refugee communities in general.

5. Upon the practical discussions, many ideas from attending community members had requested the concrete actions to raise the concerns to main-stream media, so the apprehensions of the Vietnamese-American community members would be noticed and effective.

*** The Community Forum had recognized the goodwill and contributing ideas from all of attendees, especially the Viên Thao Media and The CaliToday Media in Northern California.

B. ONE VOICE:

Upon the above covenant, we raised one voice as:

First: As the Vietnamese-American citizens who adore the Truth, Freedom and Justice, request the U.S. government, the FBI and any responsible agencies reopen the investigation when there are new evidence and information, so the culprit(s) who murdered five (5) Vietnamese-American reporters can be found to bring justice for the victims’ family.

Second: We request the PBS, Frontline, ProPublica and the film’s Producers & Directors:

- Cease the smear, distorted act of Viet communities in United States.

- Officially apologize to Viet communities regard to name the title of the film thoughtlessly, blemished the proud image of Viet communities that contributed significantly and responsible living in the civilization of United States.

Third: We request the PBS, Frontline, ProPublica and the film’s Producers & Directors officially apologize to the former Republic of Vietnam servicemen because of the offenses caused by the film producers when using the images of these former servicemen illegitimately without their consent, depicted the violence appearance, and distorted the noble cause fighting for Freedom, Democracy and Human Rights today.

Liên quan đến phim “TERROR IN LITTLE SAIGON”

Hội Thảo Cộng Đồng liên quan đến Phim “Terror In Little SaiGon” hôm nay, Ngày 6 Tháng 12 Năm 2015 có sự tham dự của nhiều Hội Đoàn, Đoàn Thể, Cơ Quan Truyền Thông cùng các đồng hương tỵ nạn Cộng Sản. Buổi Hội Thảo Cộng Đồng do Hội Diên Hồng Thời Đại Tây Bắc Hoa Kỳ phối hợp với Ban Đại Diện Cộng Đồng Người Việt Quốc Gia Bắc California, Trung Tâm Tập Thể Chiến Sĩ Việt Nam Cộng Hòa, vùng Tây Bắc Hoa Kỳ và nhiều Hội Đoàn, Đoàn Thể tại miền Bắc Cali tổ chức.

Những nhận định và ý kiến đóng góp của tất cả diễn giả và cử tọa được ghi nhận và đúc kết trong Bản Lên Tiếng sau đây:

A. NHẬN ĐỊNH:

1. Phim “Terror In Little SaiGon” do nhóm phóng viên A.C Thompson và đạo diễn Richard Rowley thực hiện, kèm theo các bài phóng sự của ProPublica được đăng trên bìa tạp chí OC Weekly với hình một tử thi phủ lá cờ vàng ba sọc đỏ tạo dấu ấn tiêu cực, đầy ác ý. Loạt bài phóng sự điều tra và cuốn phim “Terror in Little SaiGon” quả đã gây phẫn nộ và làm hoang mang trong Cộng Đồng Người Việt tỵ nạn tại Hoa kỳ và khắp nơi trên thế giới.

2. Nội dung của cuốn phim tuy nhắm vào một tổ chức có tên K9, bị nghi ngờ là thủ phạm đã ám sát 5 ký giả Người Mỹ gốc Việt trong thập niên 1980, song vẫn chưa đưa ra được những bằng chứng nào chính xác và cụ thể. Ngay chính cơ quan FBI của Hoa Kỳ cũng thừa nhận chưa tìm ra thủ phạm, và đã đóng hồ sơ từ trên 25 năm qua.

3. Tựa đề cuốn phim: “Terror in Little SaiGon” là hoàn toàn không đúng với thực tế. Giai đoạn thập niên 1980 chưa có danh xưng Little SaiGon trong cộng đồng Việt Nam, vì thế không thể có nỗi kinh hoàng hay sự khủng bố tại Little SaiGon được. Danh xưng Little SaiGon là tên gọi thân thương, và hãnh diện của cộng đồng Mỹ gốc Việt, đã bị cuốn phim "Terror In Little SaiGon" bôi nhọ thành một địa danh của tội phạm, xấu xa.

4. Cuốn phim đã dùng những hình ảnh cựu quân nhân QL VNCH của các quân binh chủng trong sinh hoạt của họ (nhằm tưởng nhớ hay lưu giữ hình ảnh oai hùng của các đơn vị cho các thế hệ nối tiếp), để đưa vào cuốn phim có nội dung điều tra khủng bố giết người. Nhóm làm phim này cố tình tô vẻ họ thành những kẻ hung hăng, hiếu chiến phù hợp với sự gán ghép chú thích đầy ác ý: "An Old War Comes To A New Country". Điều này không chỉ là sự xúc phạm thanh danh, mà còn xuyên tạc chính nghĩa đấu tranh của người chiến sĩ VNCH nói riêng và của Cộng đồng Người Việt Tỵ Nạn Cộng Sản nói chung.

5. Trước những thực tế ấy, nhiều ý kiến của đồng hương chúng ta yêu cầu cần có những biện pháp cụ thể đi vào truyền thông giòng chính, để phản ứng của cộng đồng Nguời Việt Quốc Gia được các giới quan tâm và hiệu quả hơn.

*** Buổi Hội Thảo ghi nhận thiện chí và nỗ lực đóng góp ý kiến của tất cả tham dự viên, đặc biệt hai cơ quan Truyền Thông là Hệ Thống Viên Thao Media và Hệ Thống Calitoday Media tại Bắc Cali.

B. ĐỒNG THANH LÊN TIẾNG:

Căn cứ vào những nhận định nói trên, chúng tôi đồng thanh lên tiếng:

Thứ Nhất: Là những công dân Hoa Kỳ gốc Việt yêu chuộng Sự Thật, Tự Do, và Công Lý, chúng tôi yêu cầu chính quyền Hoa Kỳ, cơ quan FBI và các cơ quan trách nhiệm khác cho mở lại cuộc điều tra khi có thêm những tin tức và dữ kiện mới, hầu tìm ra thủ phạm giết 5 ký giả người Mỹ gốc Việt để đem lại công lý cho gia đình các nạn nhân.

Thứ Hai: Chúng tôi yêu cầu cơ quan truyền thông PBS, Frontline, ProPublica và nhóm làm cuốn phim này:

- Chấm dứt việc bôi nhọ, xuyên tạc cộng đồng Việt Nam tại Hoa Kỳ.

- Chính thức xin lỗi cộng đồng Việt Nam về việc đặt tên cuốn phim một cách hàm hồ, làm

vẫn đục hình ảnh một cộng đồng Việt Nam đang đóng góp tích cực và sống có trách nhiệm

trong cộng đồng xã hội Hoa Kỳ.

Thứ Ba: Chúng tôi yêu cầu cơ quan truyền thông PBS, Frontline, ProPublica và nhóm làm cuốn phim này chính thức xin lỗi các cựu quân nhân Quân Lực VNCH vì những xúc phạm của họ trong việc sử dụng các hình ảnh của các cựu chiến sĩ này một cách trái phép, vào mục đích tạo ra hình ảnh bạo lực, hay xuyên tạc ý nghĩa đấu tranh hiện nay cho Tự Do, Dân Chủ, và Nhân Quyền.
